1. Make sure that all Namespaces can handle subpages
2. Change {{subpage}} template in all pages to remove reference to Wylie text title
3. Change {{Subpage}} template to a nested query
4. Template:Translation Bibliography - change to nested query
5. Remove Bibliography Form - use the Translation Page Creation and a transcluded Bibliography Page Creation page instead
6. Make a separate Draft Translation stub and Form:Draft Translation for the first step of a new translation
7. Make sure stub is correct for Form:Text (Wylie Page)
8. Update Form:Text (Wylie Page)
9. Update Form:Person and create Person stub for it
10. Create Tibetan Text Page Creation with instructions and necessary templates described
11. Create Wylie Text Page Creation with instructions and necessary templates described
12. Update Translation Page Creation to include all necessary templates and instructions
13. Update Draft Translation Page Creation to include all necessary templates and instructions
